Head of the Technology Commercialization Competence Office Department of Green Technologies

 

  1. Job Description
1 Functional Responsibilities 1) Implementation of activities related to the execution of the State Assignment Agreement within the competence of the Technology Commercialization Competence Office (TCCO) of the Department of Green Technologies (DGT);

2) Implementation of the Global Cleantech Innovation Programme (GCIP);

3) Preparation of documentation for the institutional assessment of the Company for potential designation as a national operator;

4) Attraction of public and private investments into projects under the GCIP commercialization track;

5) Establishment of connections with technology sources (innovation development institutes, research institutes, universities, large enterprises, SMEs) through outreach, form distribution, memorandum signing, and meeting organization;

6) Facilitation of the Company’s accession to international green technology transfer networks;

7) Identification of advanced solutions in response to technology requests from subsoil users and businesses;

8) Support to the NDT Bureau in accessing the Green Technology Database, including processes, technical methods, and approaches with potential economic or environmental advantages;

9) Development of a draft methodology for green technology commercialization, including drafting and coordination with relevant government bodies for subsequent approval by the authorized agency;

10) Organization and updating of the green technology innovation ecosystem and development of the green technology cluster;

11) Organization of practical events, conferences, and networking sessions to strengthen partnerships, enhance competencies, and promote knowledge and innovation exchange in the field of clean technologies and build the Company’s institutional capacity;

12) Support for the development of green technology entrepreneurship (startups) and services related to technology business incubation;

13) Organization of public and private investment attraction into commercialization projects;

14) Support for commercialization of intellectual property assets;

15) Fulfillment of the duties of the DGT Senior Manager during their justified absence;

16) Fulfillment of other duties in accordance with internal regulatory documents and instructions from the Company’s management.

  1. Candidate Requirements
1 Education (level, qualification/academic or scientific degree, field of study; preferably indicate names of educational institutions) Higher or postgraduate education in law, social sciences, economics and business, engineering and technology, or natural sciences.
2 Professional Experience (duration, field, sectors, and other relevant aspects) At least 4 years of practical work experience in a professional field or in areas relevant to the functional responsibilities of the position.

(Preferably in areas related to the position’s functions, such as environmental protection, or in institutions and/or public administration bodies aligned with the Company’s profile.)

This requirement does not apply to internal candidates.

Internal candidates are appointed in accordance with the Company’s Personnel Selection Rules.

2) Experience working with research institutions, innovation development institutes, and venture capital funds;

3) Experience in developing and implementing strategies, policies, concepts, and sectoral programs in the areas of international and investment activities, and green technologies;

4) Experience in developing and applying methodologies related to sustainable development functions;

5) Experience in engagement with external bodies and organizations on investment-related issues and projects;

6) Experience in mobilizing project financing, including cooperation with international financial institutions;

7) Skills in formulating recommendations to improve economic incentive mechanisms;

8) Project management skills, including initiation and portfolio development for supervised areas;

9) Skills in developing, monitoring, and updating development plans within supervised domains;

10) Skills in working with large data sets, conducting analysis, and providing recommendations;

11) Skills in designing business processes for assigned areas of responsibility;

12) Ability to draft proposals and initiate amendments to legislative acts of the Republic of Kazakhstan;

13) Analytical skills and ability to adapt international standards to Kazakhstan’s legislation and national/sectoral frameworks;

14) Knowledge of investment regulation and green technology market legislation of the Republic of Kazakhstan, including innovation incentives;

15) Knowledge of environmental legislation, standardization, and certification in the Republic of Kazakhstan;

16) Understanding of corporate governance principles;

17) Knowledge of sustainable development systems and methodologies;

18) English language proficiency is preferred;

19) Confident user of MS Office applications.

7 Additional Information

 

A Master’s degree is preferred.

International education will be considered an advantage.
