Position Title Lead Manager
Structural Unit Department of International Cooperation and Marketing
Functional Responsibilities 1. Implementation of the state assignment agreement for the execution of activities under Budget Program 044 “Promoting Kazakhstan’s Accelerated Transition to a Green Economy through the Advancement of Green Technologies and Best Practices, Business Development, and Investments.”
2. Compilation and updating of a list of potential international investors, international financial organizations, international funding programs, and grants.
3. Search and attraction of green technologies for project implementation in the Republic of Kazakhstan.
4. Development and organization of the signing of memoranda, agreements, and cooperation contracts with international organizations and companies in the field of green technologies.
5. Development of proposals for the Company’s management to expand cooperation with international partners in the field of green technologies.
6. Development of proposals for the authorized body of the Republic of Kazakhstan to develop and promote the “Green Bridge” Partnership Program.
7. Collaboration with the Company’s partners to attract international experts for developing proposals on national climate policy and climate change adaptation measures.
8. Development of recommendations for applying effective, innovative approaches, methods, and measures for climate change adaptation based on international experience.
9. Preparation of documents and proposals for the Company’s management regarding participation in international events on low-carbon development and climate change adaptation.
10. Collaboration with the Company’s partners to attract experts for evaluating and expanding the Company’s portfolio of programs and projects in the field of green technologies.
11. Analysis of materials and documents from international organizations on the transfer and attraction of advanced green technologies.
12. Participation in seminars, consultations, and conferences related to the exchange of expert information, transfer, and attraction of advanced green technologies.
13. Monitoring of programs by international organizations and foreign countries for training, internships, and professional development of the Company’s employees in the field of green technologies.
14. Preparation of proposals for the Company’s management for participation in programs and projects of international organizations and foreign countries on green technologies.
15. Preparation of current and final reports on the activities of the Department of International Cooperation and Marketing in the areas of responsibility.
16. Formation of a project portfolio and development of necessary documents in accordance with the requirements of the Green Climate Fund (GCF).
17. Preparation and submission of investment projects to international financial organizations for joint implementation.
18. Performance of other functions in accordance with internal regulations and instructions from the Company’s management.

Candidate Requirements
Education Higher education (or postgraduate) in the fields of education (foreign languages), humanities, law, natural sciences (ecology), social sciences, economics, or business.
Professional Experience Preferably practical work experience in the professional field or relevant to the position’s profile.
Professional Competencies 1. Experience in interacting with external bodies and organizations on issues and projects related to investment attraction.
2. Experience in developing and implementing strategies, policies, concepts, and sectoral programs in the areas of international and investment activities and green technologies.
3. Skills in working with large datasets, analysis, and developing recommendations.
4. Analytical skills and the ability to adapt international standards to the legislation of the Republic of Kazakhstan and national/sectoral standards.
5. Project management skills, initiation, and formation of a project portfolio in the relevant area.
Personal Characteristics Teamwork, communication skills, and willingness to learn.
Language Proficiency Knowledge of English at a level not lower than Upper Intermediate. Knowledge of an additional foreign language is welcomed.
Computer Skills Proficient PC user, knowledge of MS Office, and presentation creation skills.

Additional Information Professional certification in project management is desirable.
