3 | Functional responsibilities: | 1) Implementation of the process for determining the list of enterprises for participation in the EA (CTA);
2) Conclusion, control, and monitoring of the execution of contracts for conducting the EA (CTA) with enterprises; 3) Formation of a pool of independent experts in economic sectors to be included in the EA (CTA) working groups; 4) Conclusion, control, and monitoring of the execution of contracts for conducting the EA (CTA) with independent experts; 5) Conducting a comprehensive technological audit together with independent experts, discussing the final results of the EA (CTA), preparing reports and conclusions on the surveyed enterprises and industries, analyzing their results, and ensuring the confidentiality of data on industrial enterprises, their technologies, equipment, discharges, pollutant emissions, waste generation, and other impact factors, as well as economic indicators; 6) Implementation of the process for systematizing and processing data provided by industrial enterprises, including information on their technologies, equipment, discharges, emissions into the environment, waste generation, and other impact factors in the supervised areas; 7) Leadership of the expert group in the preparation of the Industry Report, including the development of the EA (CTA) work plan for industrial enterprises in the supervised areas; 8) Organization of and participation in on-site audits (if necessary) of enterprises according to the schedule of visits agreed with the enterprises; 9) Formation of an Industry Report for the supervised areas; 10) Preparation of presentation and analytical materials for the authorized body; 11) Implementation of the process to address the comments of the authorized body regarding the report on the supervised areas; 12) Implementation of the process for evaluating the activities and analyzing the effectiveness of the conducted EA (CTA) in the supervised areas; 13) Implementation of the process for analyzing the level of EA (CTA) coverage among industry enterprises and preparation of recommendations for the subsequent EA (CTA) cycle in the supervised areas; 14) Participation in the identification of key stakeholders of the BAT Handbook, studying and analyzing their expectations, and coordination of the list with the authorized body in the supervised areas; 15) Implementation of the process of analyzing, identifying, and interacting with potential customers of BAT reference books; 16) Development and implementation of strategic documents of the BBAT (the Company’s Development Strategy, the Development Plan for the planned year, the Roadmap for the implementation of the state assignment agreement for the planned year), within the scope of functional competence; 17) Participation in the preparation of proposals for the improvement of regulatory legal acts in the field of best available techniques, within the competence of the BBAT; 18) Performing the duties of the Chief Manager of the BBAT Expert Assessment Department during his/her absence for valid reasons; 19) Performing other functions in accordance with internal regulations (IRD) and instructions from the immediate supervisor. |
- Requirements for candidates
1 | Education (level, qualifications / academic or academic degree, profile, preferably the names of educational institutions) | Higher (or postgraduate) education in the field of natural sciences (ecology)/ Agricultural Sciences/ Technical Sciences and technology, law/ information and communication technologies/ social sciences, economics and business. |
2 | Professional experience (duration, area, industries and more) | Practical work experience in the professional field or in areas corresponding to the functional areas of the position for at least 3 years
(preferably in the functional areas of the position in the field of ecology, in institutions and/or public administration bodies corresponding to the profile of the Company). |
3 | Additional requirements | It is desirable to have certification in the field of environmental protection, eco-management, and eco-audit. |
4 | Professional competencies (knowledge, abilities, skills) | 1) knowledge of legislative and other regulatory legal acts of the Republic of Kazakhstan regulating activities in the field of environmental protection, technical regulation, as well as industry legislation defining priority areas of the Company’s activities;
2) knowledge of the state programs of the Republic of Kazakhstan aimed at reducing the negative impact on the environment; 3) knowledge of environmental legislation of the Republic of Kazakhstan; 4) knowledge of internal labor regulations, industrial sanitation, and fire safety requirements; 5) skills in developing and implementing strategies, policies, concepts, and industry programs; 6) experience of interaction with external bodies and organizations on issues and projects related to environmental protection; 7) skills in developing recommendations for improving measures of economic stimulation of companies’ activities in the field aimed at reducing the negative impact on the environment; 8) skills of working with a large amount of data, analyzing and making recommendations; 9) skills in developing proposals and making amendments to legislative acts of the Republic of Kazakhstan; 10) contractual work skills; 11) analytical skills, skills of adapting international standards to the current legislation of the Republic of Kazakhstan and national/industry standards; 12) knowledge of the legislation of the Republic of Kazakhstan in the field of standardization and certification; 13) knowledge of corporate governance principles; 14) knowledge of the principles and methods of building sustainable development systems. |
