A strategic agreement aimed at attracting Chinese investment into green projects in Kazakhstan has been signed in Shenzhen between the International Center for Green Technologies and Investment Projects (IGTIC) and the China–Eurasian Business Council (CEBC). The agreement outlines cooperation in the areas of green technology transfer, implementation of sustainable solutions, and the launch of pilot initiatives.
At the B2B investment forum organized by CEBC, IGTIC and “Zhasyl Damu” presented a portfolio of promising Kazakhstani green startups. Of particular interest was the OzenM project, developed under the GCIP Kazakhstan program. The project offers an intelligent environmental monitoring platform designed for deployment at hydrological stations. The Chinese company Lihero expressed strong interest in collaboration, and the parties plan to discuss the integration of the technology into a network of over 1,000 hydroposts across Kazakhstan.
Additionally, Vladimir Oleshchenko presented the concept of an eco-village project focused on the construction of 100 autonomous ecological settlements in line with BREED and LEED sustainability standards. A preliminary investment agreement worth $600 million has been reached with Chinese investors. The project will cover 600 hectares of land in scenic regions of Kazakhstan, with each eco-village occupying approximately one hectare.
The eco-villages will be fully energy-independent, equipped with solar panels, rainwater harvesting systems, greenhouses, and features for generating passive income for residents. The initiative aims to provide a sustainable, clean, and secure alternative to urban life—offering fresh air, environmental resilience, and protection from energy blackouts.
Later the same day, the IGTIC and Zhasyl Damu delegation visited the world’s largest waste-to-energy facility, operated by PK Environment in Guangzhou. Kazakhstani waste management companies presented their technological solutions, including systems for processing municipal solid waste, petroleum-based waste, and rubber-containing materials. The Chinese side expressed readiness to further examine the business models and technical details of the proposed projects.
The first day of the mission concluded with the strengthening of strategic ties and confirmation of China’s high level of interest in Kazakhstan’s environmental initiatives. IGTIC continues to promote national green innovations internationally, building a strong foundation for technological cooperation in sustainability.
