Green Bridge Initiative Presented at CAACCC-2025: Digital Climate Technology Platform for Central Asia

On the sidelines of the Central Asian Conference on Climate Change (CAACCC-2025) in Ashgabat, a parallel session titled “Green Bridge Initiative: Innovative Technologies to Accelerate and Strengthen NDC Implementation” was held. The session was organized by the International Center for Green Technologies and Investment Projects (IGTIC) and the Ministry of Ecology and Natural Resources (MENR) of the Republic of Kazakhstan, with the support of the Government of Turkmenistan, CAREC, GIZ, and CTCN.

The event was dedicated to the promotion of the renewed Green Bridge Partnership Programme (GBPP) and Kazakhstan’s initiative to create a digital platform for the transfer of green climate technologies in Central Asia.

The session brought together government representatives from across the region, international organizations, and leading experts in sustainable development and digitalization. The session was opened by Yedil Zhanbyrshin, Chairman of the Committee on Ecology and Environmental Management of the Mazhilis of the Parliament of the Republic of Kazakhstan, who outlined the key priorities of the ecological agenda and emphasized the importance of digital solutions in achieving sustainable development goals.

Welcome remarks were delivered by Mansur Oshurbayev, Vice Minister of Ecology and Natural Resources of Kazakhstan, and Farrukh Sattarov, Director of the National Center for Climate Change under the Ministry of Ecology, Environmental Protection and Climate Change of Uzbekistan. Both highlighted the importance of regional cooperation and knowledge exchange in the face of intensifying climate challenges.

Key speakers included representatives from IGTIC, notably Saule Kozyke, Deputy Chair of the Management Board, and Baurzhan Abenov, Managing Director and Head of the Bureau of Best Available Techniques. On behalf of the international community, Ho-Yeon Jo, Climate Technology Specialist from the Climate Technology Centre and Network (CTCN), delivered a keynote presentation.

The discussion featured participation from Johannes Baur, Head of Cooperation at the Delegation of the European Union to Kazakhstan, Karolina Milow, Project Manager at GIZ, Ranga Pallawala, Climate Change and Environmental Policy Expert of the EU SWITCH-Asia Programme, and Faur Iulius-Claudio, CEO of STILO EVORA. All participants expressed interest in continued collaboration and partnership development.

The event marked a logical continuation of Kazakhstan’s global initiative, the Green Bridge Partnership Programme, now advancing toward concrete implementation through the development of a digital climate technology platform, which also incorporates the Central Asian BAT (Best Available Techniques) Bureau Platform. Participants outlined pathways to strengthen technological cooperation, improve regional investment attractiveness, and jointly promote scalable climate solutions.

“Creating a unified digital platform is not just about technology transfer. It’s about building an effective ecosystem for the sustainable development of the entire region,” noted Saule Kozyke.

The session concluded with a set of recommendations for further cooperation between Central Asian countries and international partners, including the EU, GEF, CTCN, DENA, and others. Special attention was given to the need for legislative frameworks supporting technology transfer, mechanisms for validating solutions, and engagement of the private sector.

The Green Bridge Partnership Programme remains a key instrument for regional cooperation, supporting the low-carbon transition and the achievement of Nationally Determined Contributions (NDCs).
