Astana, August 2025 — A working meeting was held at the International Center for Green Technologies and Investment Projects (ICGTIP) with the participation of representatives from the UNEP Copenhagen Climate Centre (UNEP-CCC), the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, and key partners of the Technology Needs Assessment (TNA) project.
The TNA project is a global initiative implemented under the auspices of the United Nations Environment Programme (UNEP), which assists developing countries in identifying priority technology needs for reducing greenhouse gas emissions and adapting to climate change. The TNA methodology is based on the involvement of national experts, stakeholder engagement, and consideration of socio-economic factors. The project supports the transfer of climate-friendly technologies and the development of national roadmaps for their implementation.
The meeting took place as part of a UNEP-CCC mission to Kazakhstan from August 19 to 21. The main goal of the meeting was to clarify the current objectives of the project, define roles among the parties, and strengthen cooperation in implementing the initiative aimed at identifying and prioritizing Kazakhstan’s climate technology needs.
Sara Trærup, Head of the Technology Transitions and System Innovation Division at UNEP-CCC, together with regional consultants Ala Drutsa (adaptation) and Yuri Matveev (mitigation), held a series of meetings with representatives of the Ministry of Ecology and Natural Resources of Kazakhstan, ICGTIP, and other project stakeholders. The meetings were attended by Shattyk Tastemirova, Head of the Climate Change Adaptation Department of the Ministry, Saken Kalkamanov, Chairman of the Board of ICGTIP, and structural unit representatives of the Center.
During the visit, a three-day capacity-building seminar was also held for national experts of the TNA Kazakhstan project. Participants were introduced to the international TNA methodology, analytical tools, and best practices for implementing climate technologies. Special attention was given to the key focus areas of the project: waste management, agriculture, and energy.
On August 21, meetings were held with authorized government agencies — the Ministry of Ecology and Natural Resources of Kazakhstan, the Ministry of Agriculture, and the Ministry of Energy — to discuss the structure of the coordination committee, the role of working groups, and the integration of efforts toward achieving the project goals.
The implementation of the TNA project in Kazakhstan is ongoing. Based on the outcomes of the UNEP-CCC mission and related activities, a follow-up action plan will be approved soon, including the development of a national TNA report outlining the country’s priority climate technology needs.
The project is being implemented by the Ministry of Ecology and Natural Resources of Kazakhstan (initiator), with UNEP-CCC providing methodological support, ICGTIP acting as national coordinator, and the Asian Infrastructure Investment Bank (AIIB) providing financial support.
