Kazakhstan Steps Up Efforts to Attract Climate Investment and Integrate into Global Carbon Markets

The International Green Technologies and Investment Projects Center hosted an international training seminar titled “Potential and Mechanisms for Attracting Climate Investment,” focused on economic decarbonization instruments, mobilizing international finance, and Kazakhstan’s integration into global carbon markets.
Minister of Ecology and Natural Resources of the Republic of Kazakhstan Alibek Kuantyrov addressed the participants with opening remarks. He emphasized that achieving carbon neutrality requires the systematic mobilization of both domestic and international capital, as well as the introduction of modern financial instruments.
During the seminar, participants heard presentations from international and Kazakh experts covering key aspects of climate policy and climate finance. Johan Nylander, UNDP expert on Article 6, outlined the mechanisms for the transfer of mitigation outcomes under Article 6 of the Paris Agreement and the opportunities to attract investment in decarbonization through carbon markets.
Bakhyt Yesekina, Member of the Council for the Transition to a Green Economy under the President of the Republic of Kazakhstan and Director of the Green Academy Research and Education Center, highlighted the risks associated with the European Union’s Carbon Border Adjustment Mechanism (CBAM) and the need to align Kazakhstan’s national emissions trading system with international requirements.
Particular attention was paid to the role of the International Green Technologies and Investment Projects Center as a one-stop platform for climate investment. As part of its cooperation with the Green Climate Fund, the Center presented an initiative to develop a Unified Country Climate Platform, designed to streamline climate projects and expand access to international financing and technologies.
“The development of a Unified Country Climate Platform will become an effective tool for cooperation with international financial institutions and investors. The platform will help systematize climate initiatives, facilitate access to Green Climate Fund financing, and enable the transfer of advanced low-carbon technologies,” said Saken Kalkamanov, Chairman of the Management Board of the International Green Technologies and Investment Projects Center.
The seminar concluded with a brainstorming session and open discussion, where participants exchanged proposals on advancing climate finance, developing carbon markets, and attracting investment in low-carbon projects. Kuanysh Beisengazin, Director of the National Bureau of Economic Research, also presented practical steps for implementing the Roadmap of Kazakhstan’s Carbon Neutrality Strategy across key sectors of the economy.
