Agreement Signed on the Establishment of Kazakhstan’s Country Climate Investment Platform

Kazakhstan and the Green Climate Fund (GCF) have signed an agreement to implement a project to establish the Qazaqstan Climate Investment Platform (QCIP) under the new phase of the GCF Readiness III programme. The project is valued at more than USD 1 million.

The agreement was signed as part of the GCF Regional Dialogue with countries of Eastern Europe and Central Asia. The signing was attended by Saken Kalkamanov, Chairman of the Management Board of the International Green Technologies and Investment Projects Center (IGTIC), and Thomas Eriksson, GCF Regional Director for Eastern Europe, Central Asia and the Middle East, in the presence of Nurken Sharbiev, Vice Minister of Ecology and Natural Resources of the Republic of Kazakhstan.

The new platform will serve as a national mechanism for coordinating climate investments and preparing projects for subsequent financing from the GCF, the Development Bank of Kazakhstan, and other international and national financial partners. Its key objective is to facilitate the transition from individual technology and project initiatives to structured investment projects that are ready to attract climate finance.

The QCIP will also strengthen the integration of climate considerations into the public governance system. A Steering Committee, chaired by the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, will ensure the platform’s environmental and climate integrity, as well as coordinate engagement with government bodies responsible for tariff policy, finance, planning, and economic regulation.

The Secretariat of the Country Climate Investment Platform will be hosted by the International Green Technologies and Investment Projects Center. The Center will provide operational support for the platform and coordinate interaction among government authorities, project developers, financial institutions, and international partners.

The establishment of the QCIP will mark the next stage in the development of Kazakhstan’s national climate finance system. The platform will connect national climate priorities, technological solutions, and project initiatives with potential sources of financing, helping to build a portfolio of investment-ready climate projects.

At the same time, the QCIP will not be developed as a standalone initiative, but rather as a practical mechanism for implementing Kazakhstan’s updated Nationally Determined Contribution (NDC) and its implementation plan. The new phase of the GCF Readiness programme is aimed at further strengthening institutional mechanisms, developing the project pipeline, and creating conditions for scaling up climate investments.

The signing of the GCF Readiness III agreement and the establishment of the QCIP provide a foundation for Kazakhstan to move towards a more systematic approach to the preparation and mobilisation of climate investments. The platform will strengthen cooperation with international financial institutions and support the development of a more sustainable portfolio of investment-ready climate projects aligned with Kazakhstan’s national climate objectives.
