20 BAT Reference Documents Officially Approved: Kazakhstan Strengthens Legal Framework for Environmentally Safe Industrial Modernization

As of today, the Republic of Kazakhstan has officially approved and registered 20 Best Available Techniques (BAT) Reference Documents. This marks a significant step toward systemic environmental transformation and the creation of a sustainable industrial policy based on the principles of a green economy.

The BAT Reference Documents provide detailed descriptions of technological processes, emission levels, resource consumption, and environmentally effective solutions recognized at the international level. Their approval offers a legal and technical foundation for enterprises seeking to transition to cleaner, more energy-efficient, and sustainable production practices.

In 2025, the following BAT Reference Documents were approved:

  • BAT for the Production of Basic Organic Chemicals and Polymers
  • BAT for the Treatment of Wastewater in Centralized Sewerage Systems of Settlements
  • BAT for the Production of Titanium and Magnesium
  • BAT for the Monitoring of Pollutant Emissions into the Air and Water Bodies

Previously, between 2021 and 2024, an additional 16 BAT Reference Documents were approved, covering key industrial sectors such as power generation, oil and gas extraction and processing, heavy chemical industry, and others.

All documents underwent comprehensive expert review and were officially registered in the national legal database Adilet.zan.kz. Their adoption means that enterprises implementing BAT now have full legal and regulatory support.

“We congratulate all colleagues, experts, and partners who contributed to the development and approval of these documents. This is the result of a collective effort aimed at greening the economy and increasing the competitiveness of Kazakhstani industry,” — stated the International Green Technologies and Investment Projects Center (IGTIPC).

Work on the development and updating of BAT Reference Documents will continue in 2025–2026, focusing on priority sectors of the economy. Current information is available in open access at adilet.zan.kz and on the BAT Bureau platform, operated by IGTIPC.
