A Turn Toward the Circular Economy: Kazakhstan Prepares to Overhaul Its Waste Management System

The Ministry of Ecology and Natural Resources of the Republic of Kazakhstan hosted a meeting of the Public Council dedicated to the discussion of the draft Concept for the Management of All Types of Waste in the Republic of Kazakhstan.

The event was attended by the Minister of Ecology and Natural Resources of the Republic of Kazakhstan, Yerlan Nysanbayev, Vice Minister Zhomart Aliyev, heads of departments of the Ministry, representatives of JSC “Zhasyl Damu”, the International Center for Green Technologies and Investment Projects (IGTIPC), and members of the Public Council. The moderator of the meeting was Director of LLP “NTP Kazecotech” V.I. Andreev.

The lead scientific advisor for the development of the Concept, Sergey Kozhevnikov, presented the key provisions of the document. Members of the Public Council, R.S. Chestnykh and E.V. Mustafina, also participated in the discussion, providing detailed comments.

The meeting addressed key challenges currently facing the sector: the absence of a unified approach to various types of waste (industrial, household, medical, and agricultural), a low level of secondary processing, lack of reliable statistics and cadastres, as well as the need for digitalization and economic incentives for environmentally responsible business.

Particular emphasis was placed on the need to transform the current waste management model and transition to a circular economy. Representatives of IGTIPC noted: “Today, waste is not just a challenge, but a resource that requires systematic work, modern infrastructure, and clear policy.”

The Concept under development is intended to become the basis for a new national policy in the field of waste management, aimed at reducing environmental impact, developing a circular economy, and improving the quality of life.

Members of the Public Council were invited to submit written comments and suggestions to the moderator by 6:00 p.m. on August 22, 2025. The finalized version of the document will be submitted to the relevant authorities for further consideration and approval.
