Kazakhstan Presents Green Technology Service Operator Model at COP30 and Invites International Partners to Co-Finance Environmental Projects

On the sidelines of the 30th Conference of the Parties to the UN Framework Convention on Climate Change (COP30), held in Belém, Kazakhstan presented a unique national platform for attracting investments in decarbonization projects — the Green Technology Service Operator model.

The special event titled “Investing in Decarbonization: The Green Technology Service Operator – Kazakhstan’s Model and Regional Prospects”, organized by the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan in partnership with the International Center for Green Technologies and Investment Projects (IGTIC), gathered representatives of the United Nations, international financial institutions, donor organizations, and the private sector.

Aidar Yesembaev, Head of the Technology Commercialization Competence Center at IGTIC, emphasized in his speech:

“We are moving from ambition to action. Kazakhstan has created a practical tool that makes decarbonization investment-ready. The Service Operator, embedded in the Environmental Code, acts as a ‘one-stop shop’ connecting projects with international funding sources.”

The model comprises two key components:

  • Demand creation: through the implementation of Best Available Techniques (BAT) standards, development of reference documents, and environmental requirements that drive industrial modernization;
  • Supply development: through acceleration programs (including GCIP), support for startups, and maintenance of a green technology registry.

Looking ahead, the model is expected to expand to the regional level through the creation of the Central Asian BAT Bureau and the Regional Center for Green Acceleration.

A key announcement was the invitation to participate in the Regional Environmental Summit (RES-2026), to be held in Kazakhstan in April 2026. The Summit will serve as a major platform for showcasing environmental projects from Central Asian countries, attracting investment, facilitating technology transfer, and building climate partnerships. The Summit’s centerpiece will be an international exhibition dedicated to renewable energy, the circular economy, water resources, and green finance.

The event took place at the Korea Pavilion with the support of the Ministry of Climate, Energy and Environment of the Republic of Korea. Speakers included representatives from the Green Climate Fund (GCF), EBRD, UNECE, the Development Bank of Kazakhstan, and other strategic partners.

The presentation concluded with an open call to establish joint investment mechanisms in green technologies and sustainable development across Central Asia.
