One of the most landmark events in the area of environment took place on October 21, 2021
The first 4 BAT reference books were approved at the meeting of the Committee of the best available techniques:
- "Fuel combustion in large plants for energy production"
- "Cement and lime production"
- "Oil and Gas Refining"
- "Inorganic chemicals production".
Reference books were based on the results of a comprehensive technological audit of TOP-50 industrial enterprises among the main environmental pollutants.
One of the new Environmental Code principles of the Republic of Kazakhstan is the “polluters pays”, which provides increased rates of payment for environmental pollution from 2025 for TOP-50 facilities of the 1st category, and for all other facilities of the 1st category from 2031.
Besides the point, in case if enterprises do not implement the principles of BAT, the rates of payment for emissions will increase: from 2025 by 2 times, from 2028 - 4 times, in 2031 - 8 times, respectively.
According to preliminary calculations, to reach the threshold levels specified in 4 reference books on BAT, 1.6 trillion of tenge of investment are necessary for the investment, which is equivalent to a reduction of 30% of actual emissions in the Kazakhstan.
Thus, in accordance with the regulations of the Committee of the best available techniques, the approved reference books will soon be submitted to the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan for further approval by the Government of the Republic of Kazakhstan.
