Best Available Technologies

The best available technologies — used and planned industrial technologies, machinery, techniques and equipment, that provide organizational and management measures aimed at reducing the negative impact of human activity on the environment, achieving the environmental targets

 

To date, the Center has developed four Reference Books on BAT, which provide for sufficiently “green requirements” – and transferred to the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan, for subsequent approval of the Reference Books by the Government of the Republic of Kazakhstan:

  • “Fuel combustion at large installations for energy production”;
  • “Oil and gas refining”;
  • “Cement and lime production”;
  • “Production of inorganic chemicals”.

During the development of the above-mentioned Reference Books, meetings were held on an ongoing basis with representatives of government agencies and the public. In total, 335 specialists were involved in the development of four NDT Reference Books, 24 meetings were held in 2021, according to the results of which all draft Reference Books were approved at the Committee on the Best Available Techniques on October 21, 2021.

The projects of the BAT Reference Books were reviewed at the Scientific and Technical Council, as well as international expert support was provided during the development of the Reference Books (WECOOP – the European Union Project “European Union– Central Asia: Cooperation in the field of water resources, environment and Climate Change”; the German Federal Environment Agency (UBA); the Expert Center for issues of atmospheric air pollution and climate change (CITEPA).

It should also be noted that on January 24, 2022, these Directories passed the procedure of public hearings, through public discussions and were approved by the public of our country.

When developing the draft BAT Reference Books, the actual state of the industry enterprises was taken into account, as well as the difference in approaches to rationing and achieving environmental quality standards in Europe and in Kazakhstan
