Functional responsibilities:

1)               Implementing the process of determining the list of enterprises for participation in the Peer Review (PR).

2)               Concluding, controlling, and monitoring the execution of contracts for conducting PR with enterprises.

3)               Forming a pool of independent experts across economic sectors for inclusion in PR working groups.

4)               Concluding, controlling, and monitoring the execution of contracts for conducting PR with independent experts.

5)               Conducting comprehensive technological audits, discussing the final PR results with independent experts, preparing reports and conclusions on the inspected enterprises and sectors, and analyzing their results while ensuring the confidentiality of data on industrial enterprises, their technologies, equipment, discharges, and emissions of pollutants, waste generation, and other impact factors, as well as economic indicators.

6)               Implementing the process of systematizing and processing data presented by industrial enterprises, their technologies, equipment, environmental discharges, emissions, waste generation, and other impact factors in supervised areas.

7)               Leading the expert group in preparing the Sectoral Report, including developing the work plan for PR for industrial enterprises in supervised areas.

8)               Organizing and participating in on-site audits of enterprises according to the agreed visitation schedule.

9)               Forming and examining the Sectoral Conclusion for supervised areas.

10)           Preparing presentation and analytical materials for the authorized body.

11)           Implementing the process of addressing the authorized body’s comments on the report in supervised areas.

12)           Conducting evaluations and analyzing the effectiveness of the PR conducted in supervised areas.

13)           Analyzing the coverage level of PR in industry enterprises and preparing recommendations for the subsequent PR cycle in supervised areas.

14)           Participating in identifying key stakeholders for the Best Available Techniques (BAT) reference, studying and analyzing their expectations, and agreeing on the list with the authorized body in supervised areas.

15)           Conducting analysis, searching for, and interacting with potential customers for BAT references.

16)           Developing and ensuring the implementation of strategic documents for the BAT Bureau (Society Development Strategy, Development Plan for the planned year, Roadmap for the implementation of the state assignment contract for the planned year) within the scope of functional competence.

17)           Preparing proposals for the development of standardization documents within the competence of TC 110 on BAT.

18)           Performing the duties of the head/chief expert/chief manager of the Peer Review Department of the BAT Bureau during their justified absence.

19)           Performing other functions in accordance with internal regulations and assignments from the immediate supervisor.

 

  • Requirements for candidates

Education (level, qualifications / academic or academic degree, profile, preferably the names of educational institutions)

Higher (or postgraduate) education in the field of natural sciences (ecology)/ Agricultural Sciences/ Technical Sciences and technology, law/ information and communication technologies/ social sciences, economics and business.

Professional experience (duration, area, industries and more)

Practical work experience in the professional field or in areas corresponding to the functional areas of the position for at least 3 years

(preferably in the functional areas of the position in the field of ecology, in institutions and/or public administration bodies corresponding to the profile of the Company).

Additional requirements

It is desirable to have certification in the field of environmental protection, eco-management, and eco-audit.

1) knowledge of legislative and other regulatory legal acts of the Republic of Kazakhstan regulating activities in the field of environmental protection, technical regulation, as well as industry legislation defining priority areas of the Company's activities;

2) knowledge of the state programs of the Republic of Kazakhstan aimed at reducing the negative impact on the environment;

3) knowledge of environmental legislation of the Republic of Kazakhstan;

4) knowledge of internal labor regulations, industrial sanitation, and fire safety requirements;

5) skills in developing and implementing strategies, policies, concepts, and industry programs;

6) experience of interaction with external bodies and organizations on issues and projects related to environmental protection;

7) skills in developing recommendations for improving measures of economic stimulation of companies' activities in the field aimed at reducing the negative impact on the environment;

8) skills of working with a large amount of data, analyzing and making recommendations;

9) skills in developing proposals and making amendments to legislative acts of the Republic of Kazakhstan;

10) contractual work skills;

11) analytical skills, skills of adapting international standards to the current legislation of the Republic of Kazakhstan and national/industry standards;

12) knowledge of the legislation of the Republic of Kazakhstan in the field of standardization and certification;

13) knowledge of corporate governance principles;

14) knowledge of the principles and methods of building sustainable development systems.

15) knowledge of English is desirable;

16) a confident user of MS Office programs;

17) skills of working with the use of modern information technologies.
