1

Functional responsibilities

1)    execution of measures for the execution of the State Assignment Agreement referred to the competence of the DGT;

2)    implementation of measures for the development and coordination of BAT reference books in terms of the competence of the DGT;

3)    development/updating of business process maps within the competence of the DGT;

4)    development of internal regulatory framework/internal documents (hereinafter - GNI) on green technologies and projects, including the organization of working groups;

5)    ensuring coordination of GNI on green technologies and projects with interested parties;

6)    preparation of proposals to the legislation of the Republic of Kazakhstan on green technologies and green projects;

7)    carrying out work on providing consultations to participants of the green technology market on the application of the current legislation of the Republic of Kazakhstan and the functioning of the green technology market;

8)    development of recommendations to improve existing measures of economic stimulation of green projects, development of new measures of economic stimulation of green projects;

9)    development of proposals for the initiation of state programs, within the framework of the implementation of the Concept for the transition of the Republic of Kazakhstan to a "green economy";

10)      conducting an analysis of the best available techniques for compliance with the thresholds of the Green Taxonomy on the basis of the CTA reports submitted by the BAT Bureau;

11)      preparation of current and final reports on the activities of the DGT;

12)      analysis of the current legislation of the Republic of Kazakhstan on standardization and certification;

13)      analysis of international experience in the field of standardization of green technologies;

14)      elaboration and adaptation of international standards applicable in Kazakhstan;

15)      carrying out work to expand the base of green technology standards in the Republic of Kazakhstan, including the development of standards, and interaction with the national standardization body;

16)      development of proposals for the implementation of national and international standards that are most effective for the development of the green technology market of the Republic of Kazakhstan from among the employees of the DGT;

17)      consideration of draft technical documents on standardization in the framework of work with the technical committees of the Republic of Kazakhstan and interstate technical committees;

18)      development and submission of proposals to draft technical documents on standardization within the framework of TC and MTK;

19)      formation and maintenance of the Register of Green Technologies (hereinafter – the Register);

20)      updating the Registry;

21)      support in the promotion of green technologies;

22)      исполнение обязанностей директора/менеджера ДЗТ, руководителя/главного менеджера ЦККТ ДЗТ в период его отсутствия по уважительной причине.

  • Requirements for candidates

1

Education (level, qualification/academic or academic degree, profile, preferably indicate the names of educational institutions

Higher or postgraduate education in the field of law/ social sciences, economics and business/ technical sciences and technology/ natural sciences.

Professional experience (duration, area, industry, etc.)

Experience of practical work in the professional sphere or in areas corresponding to the functional areas of the position for at least 3 years

(preferably in the functional areas of the position in the field of ecology, in institutions and/or public administration bodies corresponding to the profile of the Company).

This requirement does not apply to internal candidates.

Internal candidates are appointed in accordance with the procedure provided for in paragraph 10 of the Rules of Competitive Selection of the Company's personnel.

Professional competencies (knowledge, skills, skills)

1) experience in the development and implementation of strategies, policies, concepts and industry programs in the field of green technologies;

2) experience in developing a mechanism for the introduction and application of technologies;

3) experience of interaction with external bodies and organizations on issues and projects related to the introduction of green technologies;

4) experience in attracting project financing, including with the involvement of international financial institutions;

5) project management skills, initiation and formation of a portfolio of projects in the supervised area;

6) skills in developing, monitoring and updating development plans for supervised areas of activity;

7) skills in developing proposals and making amendments to legislative acts of the Republic of Kazakhstan;

8) skills of standards development and formation of standardization and certification requirements;

9) analytical skills, skills of adaptation of international standards to the current legislation of the Republic of Kazakhstan and national/ industry standards;

10)    knowledge of the legislation of the Republic of Kazakhstan in the field of regulation of the green technology market;

11)    knowledge of the legislation of the Republic of Kazakhstan in the field of environment, standardization and certification;

12)    knowledge of corporate governance principles;

13)    knowledge of principles and methods of building sustainable development systems;

14)    knowledge of English is desirable;

15)    a confident user of MS Office programs;

16)    skills of working with the use of modern information technologies.

Preferably a master's degree.
